How to Choose the Best Medical Interpreter in Kobe and Hyogo
Finding the best medical interpreter in Kobe is different from most of Japan, because a non-profit already works with ten hospitals in Hyogo at a low flat fee. This guide explains who that covers, what Kobe University Hospital asks of patients, and when a private interpreter is the better route.
Quick answer
There is no official ranking of medical interpreters in Kobe or Hyogo. If your hospital is on the FACIL list, ask the hospital to book through it, because the flat fee is low. Kobe University Hospital tells residents who do not speak Japanese to bring an interpreter, so book before your first visit. For clinics and hospitals outside the network, or when you need more flexibility, a private interpreter is the usual route. This is a guide, not a ranking, and we do not claim to be the best.

Start with the Hyogo hospital network
The best medical interpreter in Kobe for your visit may come through FACIL, a Kobe non-profit. Its list, dated 1 May 2025, has ten participating hospitals:
| Area | Participating hospitals |
|---|---|
| Kobe | Kobe City Medical Center General Hospital, Kobe City Medical Center West Hospital, Kobe City Nishi-Kobe Medical Center, Kobe City Eye Hospital, Hyogo Prefectural Kobe Children's Hospital, Hyogo Mental Health Center, Kobe University Hospital |
| Elsewhere in Hyogo | Kita-Harima Medical Center (Ono), Kasai City Hospital (Kasai), Okamoto Hospital (Tambasasayama) |
FACIL lists a flat fee of ¥1,650 for remote and ¥2,750 for in-person interpreting, per patient per day, whatever the length of the visit or the number of departments. You pay at hospital reception on the day. Booking goes through the hospital, so contact them first and confirm your language is available.
Going to Kobe University Hospital
Kobe University Hospital is clear about this, and it catches people out. Its International Medical Communication Center tells patients who live in Japan and do not speak Japanese that they need to take a medical interpreter, and to book before the first visit.
- Interpreters are reserved in advance by phone through the centre on 078-382-6855.
- It lists English, Chinese, Portuguese and Vietnamese. Ask the centre about other languages.
- A cancellation fee can apply once you have applied.
- Patients coming from overseas go through a designated coordination company instead.
If you have been told to bring an interpreter, that does not mean you will be refused care. Our guide to being asked to bring an interpreter sets out what to do next.
Other options, and one that is often misunderstood
The Kobe International Community Center (KICC) offers free volunteer interpreters, but this is set up for ward offices and public institutions, with at least seven business days' notice. Its page tells you to check first for hospital consultations, so do not plan a medical visit around it. Our guide to interpreters at ward offices covers that side.
If you are not sure which hospital to use, try the JNTO medical institution search or our list of foreign-friendly clinics and hospitals.

When a private interpreter is the better choice in Hyogo
The network is good value, so use it when it fits. A private interpreter usually makes more sense when:
- Your clinic or hospital is not on the list, such as many private clinics, or hospitals in cities like Himeji, Nishinomiya or Amagasaki. Check first, because lists change.
- You need a language the network cannot supply on your date.
- You want one coordinator to handle calls, the appointment and the pharmacy.
- Your care is not covered by insurance. FACIL quotes those cases, and company requests, at its general rates.
Our six-question checklist will help you compare interpreters, and our cost guide explains typical fees.
In an emergency, call 119 first. Do not wait for an interpreter or for a reply from us. Our guide to calling 119 in Japan explains what to say.
